What is this shrub

I have had this shrub for many years. It lived in my Renton garden and I transplanted it to my Port Townsend garden. It is about 6’ tall and has been that for its entire mature life. Sadly, it struggles some, grows kind of straggly and gets lots of dead wood every winter. I am not the best with gardening chores. It is deciduous and has small purple flowers in the summer. Can you help me identify it and let me know how to perk it back up?
