This looks like a sad little slug damaged pepper plant. It would take until end of summer to really bear lots of peppers and some fertilizer like Osmocote would help boost the growth. I do see new leaves and more buds so this little survivor wants to make it. I think you can save it. Keep growing, Marianne Binetti
