What’s troubling this evergreen clematis?

This evergreen clematis has started developing this troubling condition on many of its lower leaves, none on the upper or new leaves; and just started this Spring. Your thoughts?

This looks like typical winter damage and the fact that it is not on the new leaves makes me think you can just remove the damaged foliage and your clematis should be fine. Protection from winter wind should prevent the leaf scorch in the future. Keep growing, Marianne Binetti
