What’s Wrong with My Dahlias?

I have planted Dahlia’s before and have had pretty good luck. This year, I bought a couple of new ones and one flowered and looked great, the other, no blooms at all. I also had some that I wintered over, some in the ground and some in pots and many that grew lots of great foliage, but no buds or blooms. I have been consistent with watering, but when there were no buds, I did put some fertilizer on them. It made no difference. I don’t think Dahlias are too picky about soil, so most of them were in the same soil as last year. What am I doing wrong? They get plenty of sun, so I don’t think that was the problem. Just wondering what your thoughts might be. I did have 2 that flowered. Thanks once again for your help!
