When to repot my Plumeria?

My plumeria is in a container and about 6′ tall. I keep it in my sunroom in the colder months (central Mississippi) and set it outside in the spring and summer. My question is that it is NEVER dormant. Everything I have read says to repot when dormant. Is it OK to do so even though it is full of green leaves? I am afraid it is root bound.

Yes, you can repot your happy plumeria now so that it will not be so rootbound. Use a free draining potting soil and add a slow release plant food like Osmocote to encourage more of those fabulous tropical blooms. Just water well the night before the transplant and try to remove the plant with as much soil clinging to the rootball as possible. Place in the new larger pot at the same level it was before.
