When to transplant?

I have a haphazard garden with tall perennials in front and small ones behind. When should I try to move them around and impose order?

Order in the border is best imposed in early spring like when you see daffodils blooming. You can dig up and devide the perennials, improve the soil if needed than rearrange on a cloudy or rainy day. The plants won't feel a thing as they will still be half asleep from the anesthetic of winter dormancy. Keep growing, Marianne Binetti
