White Mold

I have a couple of plants that get white mold looking fungus on them. I use Neems oil on the plant but it does not seem to get rid of it.

That looks like mealy bugs on your plant not mold. These sap sucking insects are covered with a white protective coating that resembles mold. The cure is to dip a cotton swab into rubbing alcohol and touch each cluster to dry them up. Wash each leave with mild soap and water. Repeat in a few weeks when the next batch of eggs hatch. Don't be freaked, out this is a common problem and you can control these insects. Keep growing, Marianne Binetti
