Native wild flower seeds can indeed be planted during the winter and some seeds such as poppies do better when planted when there is a light snow on the ground. This is because the melting snow will move the seeds down into the soil. The problem is that the weather in your area is still unpredictable in January and a deep freeze or heavy flooding will lower the germination rate. I would recommend you wait until late February and even early March to sow the seeds you have collected. Make sure you clear away weeds and grasses as the seedlings do not like competition.
