No, I would not recommend tilling cheatgrass as this invasive weed (a transplant from Europe, not a native grass) will spread by seed or roots and loves disturbed ground. It would be better if you eradicate the grass roots and all by spraying with Round Up. Follow instructions including the waiting time before reseeding with lawn grass seed suitable for your climate.
