Hello Marianne,
I just received this Japanese bottlebrush (mail order) in which their is already up to 5-6″ of spindly growth shoots coming from the tuber/root system. The directions say “Before planting soak in water for 30 minutes. Top of plant should be just below soil level.” Hopefully without sounding stupid

I think the last part of your question is missing as it ended in mid sentence but I assume you are asking if you should soak the tuber in water before planting with the new shoots. Yes, soak the tuber for 30 minutes then plant it into the soil just barely covering the tuber itself. It is okay for the new shoots to be above soil level. Don\'t worry if these new shoots shrivel and die after planting. The tuber will send up another set of sprouts once it settles in. Enjoy the unusual bloom, Keep growing, Marianne Binetti
