Why is my viburnum not flowering?

It was attacked by deer last year but they didn't do too much damage. Mainly ate off the ends of branches, but not all. How do I get blooms back for next winter and spring? We have been using Fertigation 20-20-20 but the equipment has been unreliable of late. For future plantings (hundreds per planting of young, hardened plants) we plan to use Osmocote Plus. Wheat takes a lot of nutrients to grow ...
