cannot root hibiscus or boughenvilla in water, why

I read that I could root both tropical hibiscus and boughenvilla in water. I have some that have been in water since 10/24/21 and not roots. some of them have little white circles on them. am I wasting my time trying to root these in water??? Thank you,

Hellebore Winter Care
