Black Elderberry

I have a Black Elderberry stump that I need to know how to kill. I had to cut it down as it was impeding my neighbor's fence. It keeps sprouting so I am constantly have to trim it. What can I do to kill the stump without doing damage to the other plants in the garden? Thanks.
