Are potshots OK for vegetable plants?

Christmas Cactus

The plants blooms 2 times a year at Easter and Thansgiving. No blooming this year, and it drops branches. In the attached picture you can see a cup of the blooming babies. What should I do? Is rubber landscape mulch safe to be used around edibles like alliums and asparagus? And, previously you told me the newspaper trick for a weed-free plant bed. Would spring be a good time to do that?
