Follow up to bulb lasagne

What do I do with the wilted stems of the tulips and daffodils? Can I cut them back and plant something else in the pots for the summer and fall? What should I plant, and will the bulbs bloom again ...
Why Are My Blueberries Drying Up!

Fertilizing Magic Carpet Spirea

An internet search says to fertilize them in the early spring and mid-summer using bone meal or rock phosphate. Since I am an Osmocote homeowner, my question is: Does Osmocote have a fertilizer I can use?
