What’s eating my phlox?

After the first day I bought and applied per directions Liquid Fence Deer and Rabbit Repellent Granular. This has not stopped the pest (have no idea what kind of pest it is) from eating my phlox. Daffodils aren’t blooming

Irises won’t bloom
