Why won’t my Endless Summer Hydrangeas bloom?

This is the first year that my Endless Summer Hydrangeas have not bloomed even though there is plenty of foliage, albeit late coming. I am not alone, however, because several of my friends have had the same problem. Could the nasty cold winter we experienced be the reason, even though they are supposed to bloom on old and new wood?
