Which cover crops should I use to amend my soil in the Northwest?

The past few years my vegetable garden crops have been sparse and puny, not thriving. I was thinking of giving my garden soil a break this summer and planting a ground cover/cover crop instead. Is this an okay idea and if so what crop would you recommend in the Northwest? Thanks!

I've been hearing about putting baking soda on path ways to keep out weeds. Does it work? Or cause more harm than good? Also, I've heard it's good to use egg shells and coffee grounds in the garden. How would I use those?

I live in Lacey, WA. I'm starting to plant my sugar snap peas, but my garden spot is full of moss this year. What can I use to remove the moss, and still plant a vegetable garden? The neighbors hedge is getting taller, and there is less sun there every year.
