Which cover crops should I use to amend my soil in the Northwest?

I was thinking of giving my garden soil a break this summer and planting a ground cover/cover crop instead. Is this an okay idea and if so what crop would you recommend in the Northwest? Thanks!

What is the best way to remove garden moss so that I can plant a vegetable garden?
