Is it possible to over-prune wall germanders?

But this year's harsh winter left too many dead spots so I cut them down to the ground. Little sprouts are pushing up but did I essentially do these plants in or will they grow back ...

Or what do I have to do to correct this problem? We usually have very dry spells when rain water is not sufficient.
Planting creeping phlox as a ground cover for a large area
