Is it possible to over-prune wall germanders?

My three year old wall germanders had some dead spots last season which I was able to prune to keep the plants looking good. But this year's harsh winter left too many dead spots so I cut them down to the ground. Little sprouts are pushing up but did I essentially do these plants in or will they grow back ...

I have a small flower garden close to some trees. I now have tree roots growing in the flower bed, and the flowers are now not growing and doing as well. I have a number of perennials like day lilies, and they only bloom once which should bloom at least twice during the summer. The annuals don't do so well ...

I have very acidic well water. It actually retards the growth of plants in my vegetable garden. Can I mix lime into the water to change the PH? Or what do I have to do to correct this problem? We usually have very dry spells when rain water is not sufficient.

Planting creeping phlox as a ground cover for a large area

We have a large slope to cover, and want to use creeping phlox. It currently has some grass and weeds. Can the phlox be planted through landscaping paper? And if so, will it reproduce and spread? We have an area 27x20 feet.

Last year I continually cut off new growth on my rhodies, hoping to keep them under control. Now they are suffering the consequences of my pruning. Hardly any blooms! What is the latest time in the Spring or Summer that I should prune to ensure lots of blooms next year?
